Why Georgia requires MTPL for foreign-plated cars

Every vehicle driven on Georgian roads must carry third-party liability cover — including vehicles on foreign license plates entering at a land border. Georgian MTPL (mandatory third-party liability) covers injury and property damage you cause to others; it does not cover damage to your own vehicle. The requirement applies from the moment you cross into Georgia. Unlike Decree 602 travel insurance, which covers you as a person, MTPL covers your vehicle’s liability — so if you drive across, you need both.

What MTPL covers

The standard Georgian MTPL policy for foreign-plated vehicles covers: bodily injury to third parties, damage to other vehicles or property, and legal defence costs tied to a covered claim. Coverage limits follow the statutory minimums set by the Georgian Insurance State Supervision Service. MTPL does not replace your home-country auto insurance for your own vehicle. Consider comprehensive (KASKO) cover separately if you want protection for damage to your own car.

What happens at the border without MTPL

Georgian border agents at land crossings — Sarpi, Red Bridge, Sadakhlo-Bagratashen, Vale, Lagodekhi, Upper Lars — check MTPL validity for every foreign-plated vehicle entering. Without a valid policy, you are asked to purchase one at a border-side agent before being cleared through. Border-side rates are typically higher than online rates, and the wait in the separate queue can add an hour or more. For overland travellers coming from Turkey, Armenia, or Azerbaijan, the faster path is to buy online before you reach the checkpoint.

Do I need Georgian MTPL if I already have car insurance in my home country?

Yes. Foreign-country auto insurance policies are not accepted as MTPL in Georgia. You need a Georgian-issued MTPL policy, even if your home policy already has third-party liability. The two are legally separate.

How long is MTPL valid for?

Foreign-vehicle MTPL is typically issued for 15 days, 30 days, 90 days, or a full year, depending on how long you plan to drive in Georgia. Multi-entry options are also available for travellers crossing in and out.

What if I’m driving a rental car from Turkey or Armenia?

If the rental comes with valid Georgian MTPL from the rental company, you are covered. If not, you must buy MTPL for the vehicle yourself at the border or before. Confirm with your rental agency before you drive to the Georgian border.

Does MTPL cover me if I damage my own car?

No. MTPL only covers damage you cause to others. For damage to your own vehicle, you need separate comprehensive insurance (known as KASKO in the region) — this is optional, not required by law.
